Description :
Sir , I invite your kind attention regarding Auditing system of Banking sector, prior to
FY 2009 Appointment of Auditor was carried by RBI, and in RBI Regulation Act also
it provided a power to RBI to appoint Auditors , but RBI has provide Autonomy to
All PSU Banks to appoint Auditors its own and make guideline for this , and also
prepare Categorization Norms for CA Firms, but Banks has not followed
categorization norms properly , according to Norms bank has to set advance Range
and ensure that CA firms has to select from MEF list as per requirement and branch
has to be allotted in such manner but all the banks has not comply norms properly , it
was observed PNB has set advance range limit for category 4 firm is below 10 Cr
while Union Bank of India has set 50 Cr due to this share of fees and allotment is
totally discretion of Bank Management , and Bigger firm in remote area unable to get
Audit from last 4 Years while small firms in Metros get Audit of remote area , I have
filed RTI Application to Various Banks and collect data copy of RTI reply is being
attached with this letter which shows that category 4 firm get more work in compare
to Category 1 and 2 firms and also Bank of Baroda and State Bank has not any proper
centralized system of appointment , now the time has come for appointment of FY
2014-15 Further invite your attention PNB has develop centralise online reporting
system in same line up all bank has to develop same reporting format so that quality
of report will also increase. further suggest you to make centralized system of
allotment and appointments so that whole system may transparent and scope of
corruption may reduce.
