Government sets up fund for Swachh Bharat

New Delhi: The government on Tuesday announced the Swachh Bharat Kosh Operational Guidelines 2014 to channelize contributions from individuals, philanthropists and money received through corporate social responsibility.
Contributions worth `20 crore and above for companies and `1 crore and above for individuals will
receive an acknowledgement from the Prime Minister himself. Donors who have contributed more than `10 crore will be able to propose projects.
“The kosh (fund) will be used to achieve the objective of improving cleanliness levels in rural and urban areas, including in schools. It may also be enabled to bring out innovative and unique projects and girl toilets will be the priority area to start with,” said a statement released by the government.
This fund will also be made available to state authorities for their use. It will be used to supplement departmental resources.
Information relating to all the activities of the fund along will be made available on the finance ministry website.
The Swachh Bharat Kosh will be administered by a governing council chaired by the secretary of the department of expenditure. Permanent members will include secretaries from the ministry of planning, urban development, drinking water and sanitation, rural development among others.
Projects sanctioned under this fund will all be implemented by the existing institutions that are in place in the respective states, districts. “No new institutions will be created,” the statement said.
