Nepal CA endorses new work plan to draft constitution

The Nepalese Constituent Assembly (CA) on Tuesday endorsed a new work plan to draft the countrys new constitution in a time bound frame keeping in view the last extension given for the purpose.
The new work plan was required to adjust the extended deadline of drafting a new constitution, which was due to expire on November 30.
On November 29 the CA term has been extended for another six month as the political parties failed to complete the task of writing the new constitution within the extended deadline.
Nepalese lawmakers gave the fourth and final six-month extension to the Constituent Assembly for drafting the countrys new constitution under a peace agreement reached among the major political parties.
The two year tenure of the CA formed in 2008 had been extended thrice earlier. Then it was extended for fourth time on November 29.
The 11th meeting of the CA held at Constituent Assembly Hall in Naya Baneshwor on Tuesday unanimously passed the calendar and 13-point work plan prepared by the Dispute Resolution Sub-Committee of Constitutional Committee (CC) to follow as the guidelines for the plan of action.
As per the plan, the CC will prepare a first draft of the new constitution between February 27 to March 5, 2012 after incorporating the report of the State Restructuring Commission, according to Nepali Congress senior leader and Constituent Assembly member Gopal Man Shrestha.
After publishing the draft constitution in the Government Gazette on March 6, the draft will then be taken to the people to collect their opinion for three weeks, till March 28, before preparing the final draft of the constitution.
