First of all I congratulate all for the battle we have won with
collective efforts of all. One very positive thing which has emerged
out of this issue that for the first time Chartered Accountant
Fraternity appeared to be a single family unit throughout the country
and all expressed their concern and raised voice against this threat
to our profession. So I must say “Our Professional Unity-Zindabad”.
Now let me share the inside story and the happenings which converted
the things in our favour. As you all are aware that RBI started the
proposal with 100 Crores which they reduced to 20 Crores after various
deliberations and meetings with ICAI. The deal was almost closed at
20 Crores inspite representations by ICAI. In mid February BJP CA
Cell Punjab started its move wherein we decided to give memorandums to
PM, FM, RBI Governor through DC at various distt. Head quarters.
Firstly the memorandum was given at Jalandhar on 23rd Feb. and the
facts along with memorandum were circulated to all available mail ids
of CAs. The matter was exposed through media in the general public and
we got support from various eminent social organizations and trade
associations including Bharat Gaurav led by Sh. Vijay Sampla, Chairman
Khadi Board, Punjab. Thereafter Amritsar (where CA. Sanjay
Kapoor-National Co-convener along with CA. Bhavesh Mahajan- State
Co-convener, CA.Amit Handa Distt. Convener took this issue), Ludhiana
(CA. Vishal Garg, State Co-convener alongwith CA Anoop Kumar, State
Executive, CA Subhash Jain, Distt. Convenor took this issue),
Pathankot (CA Anil Vasudeva, State Executive and Chairman Improvement
Trust took this issue) units also followed this process and the fire
continued at many other prominent places like Panipat- Karnal,
Udaipur and various other parts of the country. In the meanwhile we
brought the matter to the notice of our national leaders including S.
Navjot Singh Sidhu, Sh. Avinash Rai Khanna, Sh. Parkash Javdekar, Sh.
Yashwant Sinha , CA Piyush Goel and other senior leaders who also made
their representations to MOF. On 3rd March we organized a Dharna at
Jalandhar on the issue of violation of human rights in Norway and we
called MP Avinash Rai Khanna who is also national convener of BJP
Human Rights Cell. The whole update on bank audit issue was given to
him and he assured that the matter will be raised in the parliament.
Further on 16th March again a Dharna was organized in protest of FDI
in Retail wherein senior leaders of RSS were invited and the whole
issue of bank audit was brought to their knowledge and they assured
that they shall take up this issue on top priority with the concerned.
Our National Convener CA Rajesh Sharma also took keen interest in
this issue. When the matter was raised by BJP MP CA Piyush Goel in
the Rajya Sabha and many other BJP MPs along with MP Avinash Rai
Khanna raised their voice against RBI’s decision which ultimately
proved a turning point in roll back of FM’s decision (The decision on
20 Crores was finalized and even signed). Special hats off to our
most hard working friend CA M.S. Bhatia who acted as a bridge between
all our professional brothers and sisters and is continuously creating
a pressure on all issues concerning our profession. We are highly
thankful to our parent body ICAI and its highly skilled team who
sustained its continous pressure on RBI and ultimately picked the
winning flag.
In fact it was the victory of our profession, victory of our unity.
One thing has proved from this whole issue as usual that “UNITED WE
STAND, DIVIDED WE FALL” . So Lets start a new era of unity from the
first day of new year (23rd is the first day of Indian New Year).
Today is also martyrdom’s day of Shaheed Bhagat Singh. Lets pledge to
start a new era to work for the upliftment of our nation and
upliftment of our profession which will be a real tribute. Lets tell
others- CA means Alaphabets of Trust, CA means “Independence,
Integrity and Excellence” CA means “Ya Aeshu Suptaeshu Jagruti” a
person who is awake in those who sleep. Now it’s really the time to
prove ourselves and show RBI why audit of all the branches is of
utmost necessity.
