CA firms quote Rs.24 per year for the Audit and supervision work of entire Divisions of M.P

The rates quoted are so low that it is almost impossible to give desired deliverables  without going in to the malpractices or compromising the Fixed man power cost. Can you imagine that out of the Ten successful bidders, four bidders have quoted rates per panchayat of below Rs. 100/- per year which includes Chambal Division which is an even surprising rate of below Rs. 25/- , Gwalior Division below Rs. 20/- , Indore division below Rs. 65/- and Bhopal below Rs. 100/- and rest six bidders have also quoted rates below Rs. 175/- .  Do you find any justification in these rates? Do these facts not blow the whistle for the undergoing malpractices?

 

The deliverables which are expected by the Department are following:-

 

Financial Audit

Scope of work as given in terms of reference complying all the points no. i to ivx

Audit of SHG/Watershed committee ensuring compliance of point no. i to viii

Audit of Gram panchayats ensuring compliance of point no. ix to xiv

Audit of All Janpad Panchayats ensuring compliance of point no. i to vii

Audit of al schemes of  Zila Panchayat ensuring  compliance of point no. I to vii

 

Monthly /quarterly Audit

Monthly Audit of Zila panchayat, Gram panchayat and Janpad panchayat and reporting quarterly

Compliance of all points from i to z and thereafter up to mm total 39 points as per Terms of reference

 

Do you believe that the above deliverables can be delivered in Rs. 20/-, 25/- , 100/- or even Rs. 175/-   per panchayat. These deliverables are possible with these rates only when the Auditees are charged or manipulations are being done in Manpower deputation.

 

As you know the work includes financial audit for first year and concurrent Audit for second year where monthly auditing of all entities has to be done. Thus, further analyzing the quoted rates per panchayat per month for Concurrent audit, the rates are all the more astonishing:-

You will find that except the fixed cost which the department is paying  for Fixed number of manpower to be deputed in each Gram panchayat for accounting and which is not meant for any profit motive, hardly there remains any margin for the Firms. Rather, the rates quoted are very less, even lesser than the cost.
